    How was Shs5m for doctors arrived at

    I react to the story, 'Museveni offers shs5m as start-pay for doctors' (Daily monitor, November22). Basing on what rational was the shs5m arrived at? Why don't we see budget of Civil Servants income versus their expenses so that we can deduce whether shs 5m is reasonable or not?
