The role of information and communication technology (ICT) in enhancing public education service delivery in local governments : a case of Nankoma town council, Bugiri district.
    (Busitema University, 2026) Kaunhe, Wilson
This study examined the role of Information and Communication Technology (ICT) in enhancing public education service delivery in Nankoma Town Council, Bugiri District, Uganda. The study was guided by three objectives: to examine the impact of ICT infrastructure, ICT usage, and ICT skills and competence on public education service delivery. Anchored on the Technology Acceptance Model (TAM), the study adopted a cross-sectional research design with a quantitative approach. A sample of 80 respondents comprising head teachers, deputy head teachers, classroom teachers, and local government education officials was selected using stratified and simple random sampling techniques. Data were collected using structured questionnaires and analyzed using descriptive statistics, Pearson correlation, and simple linear regression analysis. The findings revealed that ICT infrastructure had a significant positive impact on public education service delivery (R² = 0.951, ß = 2.877, p < 0.001), explaining 95.1% of the variance. ICT usage also demonstrated a significant positive impact (R² = 0.931, ß = 2.809, p < 0.001), accounting for 93.1% of the variance. Similarly, ICT skills and competence showed a significant positive impact (R² =0.948, ß = 2.833, p < 0.001), explaining 94.8% of the variance in public education service delivery. The study concluded that ICT infrastructure, ICT usage, and ICT skills and competence are critical determinants of quality, access, and efficiency in public education service delivery. The study recommended increased investment in ICT infrastructure, promotion of regular ICT usage, and continuous professional development programs to enhance ICT skills and competence among educators. These findings contribute empirical evidence to inform policy formulation and strategic interventions aimed at strengthening ICT integration in rural local government education systems in Uganda.
