    The proposed National Sovereignty Bill, 2026 (formally the Protection of Sovereignty Bill) was developed by the Ministry of Internal Affairs and approved by Cabinet on March 23, 2026. The Bill ostensibly seeks to operationalize Article 1 of the Constitution of Uganda, which enshrines the sovereignty of the people. This memorandum provides a rigorous legal and socio-economic analysis based on the draft version presented by the Minister of Internal Affairs to the NRM Parliamentary Caucus on March 27, 2026, and subsequently endorsed.
