Abstract
We often ask the eternal question: when will Uganda ever vote Gen [Mugisha] Muntu as president? Then, quick on its heels, comes the inevitable follow-up: Are Ugandans mad? Approximately 14 million Ugandans (about 32 percent of the population) are struggling with mental illness, the Ugandan Ministry of Health revealed in May 2022, but that's beside the point.
