dc.description.abstractDrought poses a significant threat to the water supply scheme of Abim Town in North-Eastern Uganda by adversely impacting water availability in various sources and hydraulic performance during drought periods. This study investigates the impact of recurring drought on the water supply scheme in Abim Town, Uganda, by analyzing 30 years of meteorological data (1995-2025) through tools like ArcGIS and R-Studio. Using the Standardized Precipitation Evapotranspiration Index (SPEI), the research identified that moderate drought is the most prevalent event (71.6%), mild drought takes (20.4%) while extreme and severe drought shares the lowest (8%). While SPEI12 indicate significant severe periods occurring in 1997, 1998, 2002, and 2004, and linking meteorological parameters to hydrological drought and projected annual water production of the scheme. The study highlighted use of Cloud Model to evaluate system resilience indicating how all the four sub-system (water source, water plant, supply and distribution networks, and users) toughness to drought. The study found that drought induced declines in borehole yields lead to critical failures, inefficient pump operation, water pressure drop in pipes which make places at high elevation terrain not to receive water .i.e. leading intermittent pump operation and supply. These hydraulic inefficiencies result in an average consumption of only 16 L/p/d, which fails to meet the WHO minimum standard of 20 L/p/d, highlighting an urgent Creation of decision support platforms linking climate forecasts, resilience indices, service performance data, and infrastructure status to assist water managers in optimizing operational strategies under variable drought scenarios to combat increasing water scarcity
