Abstract
Over the past 40 years (1986 to 2026), Uganda's education sector has evolved from a post-conflict recovery phase to a mass- access system. This is anchored in Universal Primary Education (UPE), Universal Secondary Education (USE) liberalisation of education provision and expansion of tertiary and higher education.
