Abstract
Voting at several polling stations in Ntungamo District began after 9am instead of 7am because they had not yet received the mandated five voters to witness the opening of voting materials before the exercise could start. Boxes containing polling materials, however, arrived at polling stations as early as 6am following an overnight delivery of materials to sub-counties by the Electoral Commission (EC).
