Abstract
The Uganda Bankers’ Association (UBA) has warned the government that the draft Protection of Sovereignty Bill 2026 could disrupt lending, delay remittances, and scare off the foreign capital Uganda needs for its tenfold Gross Domestic Product growth plan. In a letter dated April 13th to the Attorney General, UBA executive director Wilbrod Humphreys Owor said parts of the Bill “work directly against the banking industry’s response plan” to mobilise funding and expand private sector credit under the ATMS strategy.
