Abstract
The Uganda Communications Commission (UCC) and all licensed telecom operators are working on mechanisms to deactivate any phones whose specifications fall short of the minimum standards.
In recent years, the country has been a dumping ground for cheap, counterfeit and second hand mobile phones, often sold on the streets.
