Government has created a secretariat that will select students for admission to public universities, on government scholarship, as it handles the legal status of the Public Universities Joint Admissions Board (Pujab). The High Court in 2014 ruled that Pujab was an illegal entity after Mr John Manzi, a former student of Naalya SS, sued Makerere University for refusing to admit him to pursue a course in law because he had not applied for the course through Pujab.
