Abstract
Regulators across emerging markets face frustration: products are built but rarely commercialised. Uganda’s Capital Markets Authority has launched a regulatory sandbox to change this. A sandbox creates a supervised testing environment where fintech firms can run live products under regulatory oversight before wider rollout.
