Farmers in such areas frequently face challenges in accessing timely and reliable agricultural advisory services due to limited extension support, inadequate communication channels, and delays in expert response. This study presents the design and development of a Pest and Disease Advisory and Notification Web-Based System aimed at improving communication between farmers and agricultural experts. The system was developed using a structured approach that involved requirements gathering, system analysis, design, implementation, testing, and validation. Primary data was collected through interviews and questionnaires administered to farmers and agricultural officers to understand existing pest and disease management practices and identify system requirements. The collected data was analyzed using Microsoft Excel to support decision-making during system design. Pest and Disease Advisory and Notification Web-Based System was implemented using open-source web technologies including HTML5, CSS3, Bootstrap 5, JavaScript, PHP, and MySQL. The system enables farmers to report pest and disease cases, upload supporting images, and receive timely feedback from agronomists. It also allows agricultural experts to review reports, provide recommendations, and manage agricultural advisory information through a centralized platform. System testing was conducted using unit testing, integration testing, and user acceptance testing to ensure functionality, reliability, and usability. The results indicated that the system effectively improves communication between farmers and agricultural experts and enhances access to pest and disease advisory services. In conclusion, Pest and Disease Advisory and Notification Web-Based System provides an efficient digital solution for improving agricultural information flow and supporting timely decision-making in pest and disease management.
