Item BUSITEMA UNIVERSITY POLICY FOR STUDENTS WITH DISABILITIES(Busitema University, 2013-08) Busitema University, Office of the University SecretaryThe Persons with Disabilities Act, 2006 Section 5 (a) and (b) states that Government shall promote the educational development of Persons with Disabilities through encouragement of inclusive education; and, the formulation and design of educational policies and Programs that promote the special needs and requirements of persons with disabilities. The general principle of making institutions accessible to and conducive for all people to participate equally and fully in terms of gender is now part of the fabric of our society, however, Government has been facing challenges with implementation of disability policies. As in other fields of anti-discriminatory activity, the achievement of ‘equal opportunity’ necessitates meaningful changes to internal structures and not simply a provision of separate services supposedly designed to make the life of a Person with Disability more tolerable. Busitema University is a multi-campus University that inherited structures most of which were not accessible to Persons with Disabilities, hence limiting the access to higher education by Persons with Disabilities and contravening the objectives of the Universities and Other Tertiary Institutions Act, 2001 of widening accessibility to high quality standard institutions to students wishing to pursue higher education. Busitema University is committed to a policy of equality of opportunity for Students with Disabilities (SWD) and aims at creating an environment which enables them to participate fully in University life. The University is determined to take appropriate steps to ensure that its responsibilities under the Universities and Other Tertiary Institutions’ Act, 2001 and other National pieces of legislation on Education of Persons with Disabilities are enacted in a way that promotes the independence of students with disabilities (SWDs) and which tackles and eliminates discrimination against such individuals. The University values the diversity of its student population and is committed to ensuring that the highest equality and diversity standards are maintained. It will endeavour to proactively anticipate the requirements of Students with Disabilities before and during their academic life while at the University. The University will endeavour to provide information to applicants about course requirements. The University will work alongside Students with Disabilities to provide an inclusive environment to all persons wishing to acquire higher education, including persons with disabilities regardless of race, political opinion, colour, creed or gender.Item COUNCIL CHARTER(Busitema University, 2018) Busitema University, Office of the University SecretarySection 38 (1) of the Act creates the University Council which under Section 40 (1) is the supreme organ of the Univeristy responsible for overall administration of the University and ensuring the due implementation of the objects and functions of the University, The objects and functions of the University are contained in the Act and Statutory Instrument No.22 of 2007. The functions and powers of the University Council are provided for under S. 40 and 41 of the Universities and other Tertiary Institutions Act 2001 as amended. Busitema University Council is a body corporate committed towards upholding the principles of corporate governance. This Council Charter sets out broad principles to guide and regulate the operations of Council and its Committees. The policy is intended to guide the management and administration of games and sports at the University.Item GENDER MAINSTREAMING POLICY(Busitema University, 2018-06) Busitema University, Office of the University SecretaryGender mainstreaming is a global concern as shown in various international treaties. The Universal Declaration of Human Rights (UDHR, 1948, Article 1 &2), International Covenant on Economic Social and Cultural Rights (1966), the Convention on the Elimination of all Forms of Discrimination Against Women, (CEDAW) (1975), the Beijing Platform and Declaration of Human rights (1995), the Millenium Development Goal three (3) which emphasized promotion of Gender Equality, and now the post 2015 agenda of the sustainable Development Goals (SDGs); specifically goal five on Gender Equality. Regionally, gender mainstreaming frameworks are associated with instruments such as the African Union Gender policy of 2009, African Charter on Human and People's Rights (1986: Article 18 (3 &19)).Item INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) POLICY(Busitema University, 2018) Busitema University, Office of the University SecretaryInformation and Communication Technologies (ICTs) have been proved to be enablers for economic development. World over, institutions are under pressure to integrate ICT with teaching, learning, evaluation, research, administration and professional development. The introduction of ICTs in the higher education has profound implications for the whole education process especially in dealing with key issues of access, equity, management, efficiency, pedagogy and quality. ICT infrastructure, skills, uptake and intensity of use is a prerequisite for a society that creates, shares and uses knowledge for the prosperity and well-being of its people. It is therefore critical that ICT is used to accelerate human capacity development in order to achieve the Sustainable Development Goals (SDGs). Higher education systems continue to grow to meet the demands of quality education for all. This transformation is due to recent technological advancements, which is highly influenced by the fast developments in ICTs all over the world. At the same time the optimal utilization of opportunities arising due to diffusion of ICTs in higher education system presents a profound challenge for higher educational institutions. The integration of ICTs not only promotes personal growth but also develops institutions. There is need to provide education for everyone, anywhere, and at any time. Life-long learning has become the driving force for sustainability in the contemporary competitive environment. Therefore to strengthen and or advance this knowledge-driven growth, new technologies, skills and capabilities are needed.Item LAND USE AND MANAGEMENT POLICY(Busitema University, 2014-06) Busitema University, Office of the University SecretaryBusitema University is a multi campus model University that was established by Statutory Instrument No. 22 enacted by the Parliament of Uganda on the 10th day of May 2007. As strength the University has vast expanse of land on each of its campuses, which is an asset for socio- economic transformation of the University as a whole. Besides the planned infrastructural expansion, staff, students and the surrounding communities continue to cultivate the University's land. This is an indicator that there is pressure and competition for land resources. Busitema campus is located on approximately One thousand three hundred and ten (1,309.658) acres of land, Nagongera on approximately five hundred and eighty five (584.775) acres, Arapai on approximately six hundred and eighty (679.54) acres, Namasagali on approximately one hundred and eighty seven (187) acres, Mbale on approximately fifty (50) acres, and Pallisa approximately twenty eight ( 27.804) acres. The total land for the six operating campuses is approximately Two thousand eight hundred and forty one (2,840.777) acres. Land is one of the most sensitive, critical and very valuable resources in Uganda, Africa and the world over. It is the most basic resource in terms of space it provides, the environmental resources it contains and supports and the capital it represents and generates. The need for a University tailored policy on land use and management cannot be over emphasized. Busitema University land use and Management policy will take into consideration, National legislation and policies regarding land 'The Constitution of the Republic of Uganda, 'Ihe Land Act and all its amendments. 'The policy reflects the views of the University, all stake holders without eroding the right of proprietorship which is vested in the University CouncilItem MEDICAL POLICY(Busitema University, 2012) Busitema University, Office of the University SecretaryHealth Insurance Scheme Section 24.0 of the Tenure, Terms and Conditions of Service of Academic, Administrative and Support Staff of Busitema University June 2009 provides for a Health insurance scheme. It provides that: • All staff are entitled to free medical attention for self and immediate family in any Government hospital in Uganda. • 'The University shall take medical insurance cover provided by a Service provider approved by the Contracts Committee. • The medical insurance scheme will cover up to a maximum of four dependent children below 21 years of age or up to 24 years of age and attending school at undergraduate studies on a full time basis as well as the staff member's registered spouse.Item MEDICAL POLICY(Busitema University, 2009-06) Busitema University, Office of the University SecretarySection 24.0 of the Tenure, Terms and Conditions of Service of Academic, Administrative and Support Staff of Busitema University June 2009 provides for a Health insurance scheme. Currently, the the University has limited resources from the central government which cannot sustain a Medical Insurance Scheme given the growing number of staff. In recognition of the importance and significance of the health welfare of its staff, it has endeavoured the extended limited financial support to staff that have had critical medical expenses to settle. In view of the fact that the University's financial resources may not suffice for the implementation of the Medical Insurance Scheme in the short run, we recommend that alternative medical guidelines be adopted.Item OUTREACH POLICY(Busitema University, 2018) Busitema University, Office of the University SecretaryThe roles of Universities are to train, research and develop communities. The University to effectively and efficiently perform on those roles has to develop sound policies and guidelines to enhance decision making and guide operations. A coherent and functional Outreach policy will enable Busitema University to be a strong institution in outreach services for her clientele. The Outreach policy is designed to engage University management, Lecturers, students and the community both around the University and worldwide on novel causes of development. We foresee Busitema University innovating and solving community problems. Through the outreach policy, the University will engage the international community in supporting these programmes since internationalisation is a university strategy. Outreach is incorporated in University Education programmes and has been taken as a sole role. Its existence entails practice and standard assessment. The University has adopted a standard Program Planning and Evaluation cycle applicable in many programmes in outreach, which will involve situational analysis, outreach planning, implementation, monitoring and evaluation. The outreach programmes of the University will be integrated to comprehensively and periodically inform University management on outreach activities of the different faculties on set indicators. The policy will be implemented together with other policies such as Quality Assurance, Research and Internationalisation Policies.Item QUALITY ASSURANCE POLICY(Busitema University, 2018-06) Busitema University, Office of the University SecretaryQuality is often related to standards of a product or a service. Its Genesis during the industrialization era in the 1950's, emphasised in the generation of products with predictable uniformity, having era defects but with a standard suited to the customer. Given he diverse landscape of inputs, processes and outputs in higher ducation, defining quality is more complex than it is in other ectors. Quality education is therefore defined as being; fit for urpose, transformative, value for money with focus on efficiency, ffectiveness and measuring outputs against inputs. Quality Assurance is the planned and systematic review process of an institution or programme to determine whether or not acceptable tandards of education, scholarship and infrastructure are being net, maintained and enhanced. A sustainable quality assurance culture in a higher education institutions facilitates an enabling earning environment, enhances employment opportunities and enriches the academic and intellectual landscape.Item RATES FOR HIRE OF UNIVERSITY ASSETS(Busitema University, 2014-06) Busitema University, Office of the University SecretaryBusitema University is a multi-campus model University that was established by Statutory Instrument No.22 of 2007 enacted by the Parliament of Uganda on 10th day of May 2007. The University has assets ranging from land, buildings, motor vehicles, equipment and machinery whose utilization it seeks to maximize. This guideline governs and covers the hiring of land, buildings, motor vehicles, equipment, machinery and other space to staff, students and the general community. These guidelines for the commercialization of university assets and facilities of the University shall be hired out at fixed rates as enshrined in this guideline.Item RESEARCH, INNOVATIONS AND DISSEMINATION POLICY(Busitema University, 2015-03) Busitema University, Office of the University SecretaryResearch generates new knowledge, which is critical for sustained economic growth and social transformation of nations. Research and Innovations activities require considerable investments. Therefore, they must be rooted in the economic, social, political and institutional processes. A policy in this direction must respond to problems posed by the Innovations. Research for Development, Science and Technology, and other related activities concerned with the acqusition of knowledge (learning) and its exploitation. The ultimate benfeit of research lies not only in the generation of new knowledge but in the translation of knowledge into technologies, interventions and strategies effectively and approximately delivered to the need of society. The entire research process needs to be pursed within the context of contemporary knowledge, good ethics, effective policy, adequate resources and international cooperation. With in the context of Busitema University, research and innovations necessitate multi-disciplinary approach that supports the exploration of new ways of using these disciplinary perspectives and methodologies. The Busitema University's Strategic Plan 2009/10- 2013/14 commits the University to distinguished and reputable research, innovation and outreach through two strategies goals: enhanced research and innovative capacity at the university and Knowledge transfer and service partnerships between the University and Public and Private Sectors. This policy seeks to promote research, innovations and dissemination of findings through strengthening the knowledge foundation base, expanding the scope of research and innovations, promoting ethicsin research, promoting the creation of new applications, promoting the societal impact of research and innovation, renewing and transfering knowledge, and transforming knowledge into practical solutions, including new businesses, Issues on intellectual property rights and management arising from research and innovations are addressed in a separate policy. During the implementation of this policy, the University shall initiate and increase collaborative linkages and networks for research, innovations and outreach with various relevant entities both regionally and globally. These regulations are promulgated in accordance with the provisions of Section 72 of the Universities and other Tertiary Institutions Act No.7 of 2001 (as amended) which is to the effect that; a Public University Council may make Statutes not inconsistent with the Act for the better carrying out of its functions. These regulations are made to establish and guide the procedure to be followed in the initiation, preparation, consolidation, hearing and determination of appeals under Section 57 in part X of the Act. The University was established as a Multi- Campus model with its main Campus localed al Busitema along Jinja-Tororo highway. The Campuses that form Busitema University: Busitema Main Campus, Nagongera Campus, Namasagali Campus, Arapai Campus, Mbale Campus, Kaliro Campus and Pallisa Campus. Mandate of the University The mandate of the University is to provide higher education through teaching, research and outreach. The Vision: The Vision of the University is "A centre of academic and professional excellence in science, technology and innovation.
