    The dilemma of data protection rights

    Lawyer Elizooba T'challa observes that while the constitution indeed provides for a high level right to privacy, there is no specific Privacy law and that the majority of the aggrieved parties tend to seek redress under the common law breach of confidence cause if action. He is however aware that parliament recently invited public comments on Privacy and Data Protection Bill that seeks to give effect to the Constitutional Provision for the right to privacy and comprehensively address some of these issues of contention between the financial institutions and public body.

    Reconsideration of GMO Bill good move.

    President Yoweri Museveni has declined to assent to the National Biotechnology and Biosafety Act, 2012, and instead asked parliament to revisit a number of the Bill's clauses. In all, the President wants seven clauses reconsidered specifically to address the issues of protection of consumers, the indigenous crops and animals.

    How Obote chose Oyite as successor.

    During President Milton Obote's second reign (1980- 1985), Nigerian President Shehu Shagri sent a military delegation to Uganda. Thus, Obote hosted the delegation to dinner at state House, Entebbe. Surprisingly, Obote made sure that his army commander, Gen. Tito Okello Lutwa, was not part of that dinner. Instead, state House protocol department invited the army chief of staff, Maj. Gen. David Oyite Ojok to sit in.

    Why the Government should fast track industrialisation policy.

    It is well over 10 years since the National Industrialisation Policy was launched by President Yoweri Museveni in 2008 to transform Uganda from a dominantly peasant society into a modern, industrial and prosperous country. The policy was aimed at facilitating the rapid economic transformation of Uganda's economy through industrialisation by applying science, technology, engineering and innovations (STEI).

    Sh40b earmarked for extension workers, fertilisers.

    The agriculture ministry has asked sh10b to procure vehicles and motorcycles for extension workers, according to the proposed 2018/2019 budget framework. The agriculture minister, Vincent Ssempijja, said this is intent to help 3,800 extension workers in different parts of the country to reach out to many farmers and advise them on best farming practices.

    Refugees in Uganda pay price amid funding gaps.

    The continued influx of refugees and a funding gap greater than 60% pose difficulties to the immigrants, the Uganda Refugee Respond on South Sudan by a UN agency for refugees (UNHCR), has said. There is probably no other time in history when Uganda hosted refugees and asylum seekers close to the 1.4 million it currently shelters, as highlighted in the UNHCR situation report.

    Rubanda residents petition Museveni over poor road state.

    Residents of Rubanda district have petitioned President Yoweri Museveni over the the poor state of the Hamurwa- kanungu road. The road connects the villages of shebeya. Ikumba, Mukadongo and Hamurwa town council, all in Ikumba and Hamurwa sub-counties, to Kanungu district. It had a floating bridge that was submerged about two months ago following heavy rain that hits the region.

    We have not approved sand mining in Lake Victoria, says Wakiso boss.

    In a new twist of events, the Wakiso district leaders have dismissed report that they have approved the Chinese firm to carry out sand mining in Lake Victoria. Addressing the media at the district headquarters yesterday, the district boss, Matia Lwanga Bwanika, said they have never approved sand mining as reported in sections of the media.

    MPs to re-debate GMO Bill.

    The deputy speaker of parliament, Jacob Oulanyah, has directed the government to re-table before parliament, the National Biotechnology and Biosafety Bill 2012, for reconsideration. In December, President Yoweri Museveni declined to assent to the Bill, citing lack of protection of consumers, indigenous crops and animals by the proposed piece of legislation.

    Butaleja district chairman Richard Waya has advised residents to maintain short or bald heads to save on water during the dry spell. According to Waya, once soap is applied to long hair, it forms thick foam that needs a lot of water to wash it away.

    Sh1 trillion earmarked for teachers' houses.

    The government has earmarked sh1.3 trillion for the construction of houses for teachers in various primary and secondary schools and revamping of infrastructure in Universities. According to the 2018/2019 budget framework paper. In the primary education sector, sh2.6b will be earmarked from the Kampala Capital City Authority (KCCA) and sh32b from the local government budget for the construction of classrooms, teachers' quarters and supply of desks for government aided primary schools in Kampala.
