    AI policy framework for Teacher Education Institutions (TEIs) in the East African Community.

    The rapid advancement of Artificial Intelligence (AI) is reshaping education systems across the globe, presenting both transformative opportunities and complex challenges. Within the East African Community (EAC), Teacher Education Institutions (TEIs) hold a critical responsibility to lead this transformation by preparing educators who are not only technologically competent but also ethically grounded in the use of AI. As institutions entrusted with shaping the future teaching workforce, TEIs must ensure that AI is integrated in ways that enhance educational quality, promote equity, and safeguard human dignity. In response to these emerging demands, the Inter-University Council for East Africa (IUCEA), in partnership with the Commonwealth of Learning (COL), initiated a regional effort to strengthen the readiness of Teacher Education Institutions to harness Artificial Intelligence for quality education, innovation, and responsible practice. This effort culminated in a collaborative workshop in Entebbe, Uganda, which brought together representatives from Teacher Education Institutions, policymakers, regulatory bodies, and digital education experts across the region. This AI Policy Framework for Teacher Education Institutions is one of the key outputs of that collaborative process. It reflects a shared commitment to establishing a harmonized, forward-looking, and contextually relevant approach to AI adoption across the EAC. The framework is anchored in the principles of ethical governance, human-centered innovation, transparency, and accountability, and aligns with national, regional, continental, and global priorities for digital transformation.

    AI curriculum & competency framework for Teacher Education Institutions (TEIS) in the East African Community.

    As AI reshapes economies, labour markets and transforms the roles of teachers and students, teachers must be equipped with AI literacy and ethical awareness to prepare learners for emerging careers. Integrating AI into teacher education ensures that educators can guide students’ in responsible use of technology. UNESCO (2024) acknowledges teachers as the primary users of AI in education as well as designers and facilitators of students’ learning. They are also recognised as role models for lifelong learning about AI. Yet, many teacher educators are not up to date with the use of AI in teaching and learning nor in role modeling for lifelong learning about AI, an indication that they are unable to be guardians of safe and ethical practice across AI-rich educational environments. In addition, many teacher education institutions in East Africa face challenges such as large class sizes, limited instructional resources, and uneven access to updated materials, digital capacity gaps. AI can support lesson preparation, assessment design, and access to high-quality digital content, professional development, mentoring, and coaching, thereby strengthening the quality of teacher training. AI can support differentiated instruction, assistive technologies, translation tools, and adaptive learning systems that promote equity and inclusion. This Regional Curriculum Framework for Artificial Intelligence (AI) provides guidance to teacher educators on integrating AI in teaching, learning and research; and promoting ethical and responsible use of AI.

    AI code of conduct for teacher education institutions in the East African Community.

    Artificial Intelligence (AI) is not a new phenomenon, but its rapid expansion has transformed the pace and scale at which it is being integrated into teaching, learning, assessment, research, and institutional administration. This acceleration has made the need for clear, principled behavioral guidelines more urgent than ever, particularly within Teacher Education Institutions (TEIs), which bear a distinctive responsibility to prepare educators who will serve learners across every sector and domain of society. Central to this Code is a principle that must not be lost amid enthusiasm for technological innovation: AI does not replace human educators. However, AI can enhance and support professional judgment but cannot substitute professional judgment. Teachers remain at the heart of educational processes, and human oversight must guide every AI-enabled activity. As institutions that shape the educators of tomorrow, TEIs are called not only to manage AI responsibly within their own walls, but to model the ethical practice they expect future teachers to bring into classrooms and communities. This Code establishes clear expectations for all members of the TEI community, ensuring that AI use at every level upholds integrity, professionalism, and public trust.

    The Inter-University Council for East Africa (IUCEA) is an institution of the East African Community mandated to coordinate higher education and research across the region. Since its integration into the EAC operational framework through an Act of the East African Legislative Assembly in 2009, IUCEA has championed harmonization of higher education systems and enhancement of quality across Partner States. The Commonwealth of Learning (COL), an intergovernmental organisation supporting learning for sustainable development, has been working closely with Member States to strengthen capacity in technology-enabled education, innovation, and digital transformation. The Inter-University Council for East Africa (IUCEA) and the Commonwealth of Learning (COL) have jointly undertaken a strategic initiative aimed at strengthening Artificial Intelligence (AI) readiness among Teacher Education Institutions (TEIs) across the East African Community (EAC) region. This initiative responds to the growing need to equip education systems with the knowledge, skills, and ethical foundations required to effectively integrate AI into teaching, learning, research, and institutional management.
