Abstract
Uganda proudly describes itself as a free-market economy where ambition, innovation and enterprise are encouraged to flourish. Yet a proposal discussed during consultations on regulating civil society organisations suggests that non-governmental organisations with annual budgets exceeding Shs3 billion, about $800,000, should seek approval from the minister responsible for NGOs before accessing foreign funding above that level.
