Abstract
The traditional manual, paper-based student electoral process at Rock High School, Tororo, is inefficient, time-consuming, and prone to errors such as ballot loss, voter impersonation, and lack of transparency. This leads to long queues for students and challenges in record management, fairness, and monitoring for administrators and the electoral commission.
This study designed and implemented a Web-Based Online Voting System to enhance efficiency, transparency, and security. Drawing on existing systems, it enables students to register, view candidate profiles, vote digitally from any location, and access real-time results. Electoral commission members manage the process via dedicated dashboards, while administrators oversee operations, generate reports, and manage accounts.
A mixed-methods approach (interviews and questionnaires) gathered requirements from administrators, teachers, and students. The system was developed using the Rapid Application Development (RAD) approach within the Structured Systems Analysis and Design Methodology (SSADM) framework, implemented with XAMPP, PHP, MySQL, HTML, CSS, and JavaScript.
Testing (unit, integration, functional, and user acceptance) confirmed improved efficiency, reduced voting time, and higher user satisfaction. The system effectively addresses the limitations of the manual process and supports digital transformation in school administration and student democracy. Future work should include commercial cloud hosting and development as a Progressive Web Application (PWA) for better mobile access.
