The study used a cross-sectional research design and a quantitative approach. Data was collected from a target population of 80 civil servants with an accessible population of 66 respondents from Pallisa District Local Government, using simple random and purposive sampling techniques. Data was collected with the aid of closed-ended questionnaires and Statistical Package for accessible population (SPSS) was employed for analyzing data from which frequency tables, descriptive statistics (mean and standard deviation), reliability, validity, correlation, and regression results were obtained. The study findings revealed that there is a positive and significant influence of openness to experience on leadership behavior; conscientiousness on leadership behavior; and emotional stability on leadership behavior among civil servants in Pallisa District Local Government. The study recommends that efforts to improve leadership behavior among civil servants should focus on strengthening positive personality traits such as openness to experience, conscientiousness, and emotional stability through training, capacity building, and supportive organizational practices.
