Since the major factors affecting fishing as an economic activity are availability of modern technology, availability of refrigeration facilities , the amount of labour employed and the level of capital of the fishermen , the government through the ministry of finance and ministry of agriculture should increase on the amount of of finds given to SACCOs for fishermen and it should totally zero rate the interests charged on loans to enable fishermen acquire more modern fishing gears and motor boat equipment
Since fishing greatly contributes to peoples welfare through provision of local sea foods , provision of employment opportunities , generation of additional revenue which supplements peoples income and fishing being a source of tourists attraction . it should be given a priority by the government during the budget allocation because it employs both the educated and the un educated . People participating in fishing should be helped to obtain fishing licence with ease and plans to facilitate and train them about financial literacy and acquiring better enterprising skills should be undertaken by the government .
