Abstract
Millers are pushing for zoning to ward off encroachment by newcomers who are said to be poaching on their sugarcane.
Ugar millers and outgrowers once enjoyed a good symbolic relationship. this has, however, been put to the test by the heightened fight for raw materials from growing number of millers on one hand and the desire for reasonable returns by outgrowers.
