dc.description.abstractABSTRACT Community safety remains a pressing concern in many semi-urban areas of Uganda, including Nagongera in Tororo District. The community faces challenges of delayed crime reporting, low public trust in security agencies, and a lack of real-time information sharing between residents and police. This has resulted in an estimated 62% of crimes going unreported and critical delays in police response. This project aimed to develop a web-based Community Safety and Security System (CSSS) to bridge the communication gap between Nagongera residents and the police. The specific objectives were to review literature and establish system requirements, design the system using structured modeling techniques, implement the system using web technologies, and test and validate the system. The Rapid Application Development (RAD) methodology was employed to enable rapid prototyping and iterative user feedback. Data was collected through structured questionnaires from a sample of community members and police officers. The system was implemented using HTML, CSS, JavaScript, PHP, and MySQL, running on a WAMP server. The resulting system features incident reporting with optional anonymity, real-time alert dissemination, case tracking, a police analytics dashboard, and a resource center. Testing was conducted in phases, including alpha testing and user acceptance testing, demonstrating that the system is functional, user-friendly, and secure. The system successfully addresses the identified gaps of underreporting, delayed response, and lack of transparency. It is recommended that Nagongera Police Station adopt the system, invest in public awareness campaigns, and ensure data security and reporter confidentiality.
