BUSITEMA UNIVERSITY POLICY FOR STUDENTS WITH DISABILITIES

The Persons with Disabilities Act, 2006 Section 5 (a) and (b) states that Government shall promote the educational development of Persons with Disabilities through encouragement of inclusive education; and, the formulation and design of educational policies and Programs that promote the special needs and requirements of persons with disabilities. The general principle of making institutions accessible to and conducive for all people to participate equally and fully in terms of gender is now part of the fabric of our society, however, Government has been facing challenges with implementation of disability policies. As in other fields of anti-discriminatory activity, the achievement of ‘equal opportunity’ necessitates meaningful changes to internal structures and not simply a provision of separate services supposedly designed to make the life of a Person with Disability more tolerable. Busitema University is a multi-campus University that inherited structures most of which were not accessible to Persons with Disabilities, hence limiting the access to higher education by Persons with Disabilities and contravening the objectives of the Universities and Other Tertiary Institutions Act, 2001 of widening accessibility to high quality standard institutions to students wishing to pursue higher education. Busitema University is committed to a policy of equality of opportunity for Students with Disabilities (SWD) and aims at creating an environment which enables them to participate fully in University life. The University is determined to take appropriate steps to ensure that its responsibilities under the Universities and Other Tertiary Institutions’ Act, 2001 and other National pieces of legislation on Education of Persons with Disabilities are enacted in a way that promotes the independence of students with disabilities (SWDs) and which tackles and eliminates discrimination against such individuals. The University values the diversity of its student population and is committed to ensuring that the highest equality and diversity standards are maintained. It will endeavour to proactively anticipate the requirements of Students with Disabilities before and during their academic life while at the University. The University will endeavour to provide information to applicants about course requirements. The University will work alongside Students with Disabilities to provide an inclusive environment to all persons wishing to acquire higher education, including persons with disabilities regardless of race, political opinion, colour, creed or gender.
COUNCIL CHARTER

Section 38 (1) of the Act creates the University Council which under Section 40 (1) is the supreme organ of the Univeristy responsible for overall administration of the University and ensuring the due implementation of the objects and functions of the University, The objects and functions of the University are contained in the Act and Statutory Instrument No.22 of 2007. The functions and powers of the University Council are provided for under S. 40 and 41 of the Universities and other Tertiary Institutions Act 2001 as amended. Busitema University Council is a body corporate committed towards upholding the principles of corporate governance. This Council Charter sets out broad principles to guide and regulate the operations of Council and its Committees. Corporate governance and good governance for Universities require that all the corporate governance structures are held accountable to the stakeholders to ensure that the activities of the University are consistent with the provisions of the Universities and other Tertiary Institutions Act 2001 as amended being the umbrella law and all relevant legislation.

Busitema University is committed to a principle of provision of accessible physical facilities and creation of an enabling environmental to all sports persons to fully participate in University games and sports in order to achieve the University's vision, mission and strategic objectives. The university shall comply with the exisiting relevant National and International rules, regulations and laws that govern games and sports as per the National Council of Sports Act and the Ministry of Education and Sports Physical Education and Sports Policy. The policy is intended to guide the management and administration of games and sports at the University.
GENDER MAINSTREAMING POLICY

Gender mainstreaming is a global concern as shown in various international treaties. The Universal Declaration of Human Rights (UDHR, 1948, Article 1 &2), International Covenant on Economic Social and Cultural Rights (1966), the Convention on the Elimination of all Forms of Discrimination Against Women, (CEDAW) (1975), the Beijing Platform and Declaration of Human rights (1995), the Millenium Development Goal three (3) which emphasized promotion of Gender Equality, and now the post 2015 agenda of the sustainable Development Goals (SDGs); specifically goal five on Gender Equality. Regionally, gender mainstreaming frameworks are associated with instruments such as the African Union Gender policy of 2009, African Charter on Human and People's Rights (1986: Article 18 (3 &19)).

Information and Communication Technologies (ICTs) have been proved to be enablers for economic development. World over, institutions are under pressure to integrate ICT with teaching, learning, evaluation, research, administration and professional development. The introduction of ICTs in the higher education has profound implications for the whole education process especially in dealing with key issues of access, equity, management, efficiency, pedagogy and quality. ICT infrastructure, skills, uptake and intensity of use is a prerequisite for a society that creates, shares and uses knowledge for the prosperity and well-being of its people. It is therefore critical that ICT is used to accelerate human capacity development in order to achieve the Sustainable Development Goals (SDGs). Higher education systems continue to grow to meet the demands of quality education for all. This transformation is due to recent technological advancements, which is highly influenced by the fast developments in ICTs all over the world. At the same time the optimal utilization of opportunities arising due to diffusion of ICTs in higher education system presents a profound challenge for higher educational institutions. The integration of ICTs not only promotes personal growth but also develops institutions. There is need to provide education for everyone, anywhere, and at any time. Life-long learning has become the driving force for sustainability in the contemporary competitive environment. Therefore to strengthen and or advance this knowledge-driven growth, new technologies, skills and capabilities are needed.
